Cambodia lacks sufficient cybercrime legislation and appears to have neglected the military capabilities and vulnerabilities of cyber technology. Instead, progress and international engagement focuses on development of national ICT infrastructure. There has been a five-fold rise in internet access, however levels of connectivity are still so low that establishment of a digital economy remains hampered. Whilst steps have been taken to facilitate dialogue between government and the private sector, the effectiveness of this interaction is yet to be seen. There is an increasing social awareness of cyber issues, although these narratives mostly highlight areas of concern regarding abuse of legislative power.
